The Nigerian Civil Aviation Authority, NCAA, has directed its departments to suspend services to 11 domestic airlines over unpaid statutory charges owed to the regulator.
The directive affects several major operators, including Air Peace, Ibom Air and Arik Air, according to an internal memo circulated by the agency.
NCAA Moves Against Defaulting Airlines
The action follows concerns over unpaid Ticket Sales Charges and Cargo Sales Charges collected by airlines on behalf of the NCAA.
According to the regulator, the charges are meant to support aviation safety oversight, staff training and economic regulation within Nigeria’s aviation sector.
The NCAA suspends services to airlines that fail to meet their financial obligations or agree on repayment arrangements with the agency.
Airlines Affected by the Directive
The memo, signed by the Director of Finance and Accounts, Olufemi Odukoya, instructed all directorates to withhold administrative and regulatory services from the affected airlines.

The NCAA suspends services to airlines on its “No-Pay-No-Service” list until outstanding debts are cleared or repayment plans are approved.
Regulatory Services to Be Withheld
According to the memo, no department within the aviation authority is permitted to provide services to the affected airlines without clearance from the Directorate of Finance and Accounts.
The directive was reportedly shared across NCAA regional offices and copied to senior aviation officials, including the Director-General of Civil Aviation.
“We have directed that no directorate should render any service to the above airlines without financial clearance from the Director of Finance and Accounts,” the memo stated.
